Copy it to your device /.kobo/dict/ folder
The most important step! Kobo works with only known language pairs – so this will not work on it's own. You have to rename the copied file to some language pair that Kobo knows. E.g. dicthtml-en-pt.zip. It will work than under the name of "English-Portugues" language pair.
